Although this website is not a government one, personally,I feel that the color scheme reminds me of toilet paper.Like Cottonelle.or a tampon brand.light pink and pastel colors?And Noupe sounds like Soupe in french.It s got liquid connotations.And what s up with those weird slanted bars next to the menu items in the footer?
